If you want to speed up the process you can buy a character in the character bazaar. Part of the allure of EVE is that you progress gradually and enjoy the ride. If you are unable to enjoy the voyage to EVE's endgame then it's your loss.

I got caught in lowsec (by not paying attention); lost my battlecruiser and they tackled my pod. I paid 15mil to save 200+ mil worth of implants and they let me go So atleast in lowsec there are still some honourable pirates.
